GPC GIS to Execute Electronic No Objection Certificate Project for Abu Dhabi Systems & Information Centre

The Abu Dhabi Systems & Information Centre (ADSIC) announced the selection of GPC GIS for the development of Phase I of the Electronic No Objection Certificate Project (e-NOC). ADSIC was formed in 2005 by the Executive Council of Abu Dhabi Government with a mandate to improve government performance by simplifying processes and procedures, and to optimize government services. As part of ADSIC’s ongoing program to realize these objectives, the e-NOC program has been designed for the No-Objection-Certificate (NOC) process.

Alternatively known as the “call before you dig” , the NOC handles the approval process related to the coordination of activities that may impact existing and planned infrastructure services . The NOC process supports the coordination among local government Entities and community developers for the provision of infrastructure services and community facilities.

The main objective is to establish an e-NOC program for the Abu Dhabi Emirate in line with the Abu Dhabi e-Government strategy to enhance and stream line the existing NOC processes with all concerned stakeholders for better coordination and decision making, optimized provision of public service, and enhanced customer trust and satisfaction by making the process more transparent to the applicants as well as to peer approving organizations. This shall result in consolidating the issuance of NOCs and providing a common platform toward enhancing the provisioning of a range of e-services in line with the vision of the Abu Dhabi government , thus saving time and effort.

The project will be done in two phases and Phase I is for development of a comprehensive master plan, which will then be implemented in Phase II.
